Reproduction factors of at least 1 can be produced by using moderators (ie criticality can be achieved).

To keep a nuclear reactor exactly critical, however, and prevent it from becoming subcritical or supercritical, the number of thermal neutrons needs to be very carefully controlled.

This is done using control rods made of cadmium or boron steel which are excellent absorbers of thermal neutrons.

If a reactor is in danger of going supercritical, these rods can be lowered into the reactor. If a reactor is becoming subcritical, the control rods are slowly raised until criticality is achieved again.
